Ms Alessandra Bramante specialized in criminology at the University in Turin analyses the bullying phenomenon starting from the 5° National Report about child and adolescent conditions. A survey on a group of 3800 teenagers ranging from 12 to18, indicates that 1/3 of the interviewed people stated that bullying events caused by mates frequently happen at school and almost ½ of the interviewed confessed their threats and abuse towards other people. This phenomenon of juvenile crime is getting more and more frequent in mass media reports, and in the last few years crime news characterised by underaged victims and bullies have become predominant. The importance of this topic concentrates on how these situations may occur. It is important to focus on the family environment of these teenagers both bullies and victims, because sometimes the environment itself affects their actions and attitudes and in this context they may learn to become violent. Underaged teenagers that suffer abuse at home have the same negative consequences in underaged people directly involved.Bullying includes other forms of violence acted out by teenagers, such as the “young sex offenders”. The Scientific community calles “young sex offenders” underaged teenagers that are responsible for sexual abuse towards other people whatever age, against the will of the victims using aggression, threats and exploitation. Even if the data are still scanty, it is important to consider the results of statistics to acquire a complete evaluation of the phenomenon. These data state that in 2001, 652 underaged teenagers were reported to the police because of sexual abuse. These teenagers called “baby killers” are responsible for homicide and their behaviour is linked to the personal uneasiness. These teenagers - especially males - choose their victims precisely, they are people who hate and start up an inner conflict. Behind these violent events, most of the times the family is responsible and the victims are on one hand a violent or absent father, on the other hand a dominating or jealous mother.Finally there is an analysis of the data which indicate an increase in homicides in the first degree caused by minors in Italy: they were 12 in 2000, 24 in 2001/2002,18 in 2003,14 in 2004, 27 in 2005, 30 in 2006, 34 in 2007.

REVIEWER’S COMMENTS ON THE DOCUMENT:

The author focuses on the family background that is responsible for worrying bullying acts and that represents the part of the society that does not want to be aware of the responsabilities and does not acknowledge the need to find solutions to solve conflicts. The risk is that our world can turn out to be a puzzle made up of negative events among which bullying is the worst one. Farrington identifies bullying as a “direct or indirect form of aggression caused by a person or a group of aggressive and unprincipled people against weaker people. They carry out abuse with the main intention to cause harm”.
