The report „Vorbeugung hat Vorrang: Netzwerk gegen Gewalt an Schulen“of the Ministry of Culture, Youth and Sports of Baden-Württemberg deals with the issue of violence and school, and is particularly concerned with the question of whether and to what extent school
can counter the emergence and development of aggression and violence with educational or pedagogical measures. The topic itself has already been treated many times before.
Manifestations, causes and extent of violence as well as ways of prevention and intervention have been discussed and as a result could be stated that forms of aggression and violence constitute a
social phenomenon and not a specific academic problem. However one must stress that the school as an institution bears great responsibility in this area and must contribute to counter with all possible means causes and processes that promote aggressive behavior and violence in schools. However, it is of course accepted that this task cannot be borne solely by the schools, but that all other relevant societal institutions, especially those in the immediate school environment, have to provide support in this area. The report begins with a description of the current situation of violence in schools and then presents findings, causes and statistics. Then follows a list of past measures and activities and an introduction of the new concept of the “Network Against Violence " and how this was implemented at a regional and also at a country level. Finally, programs at regional level and nationwide actions are being presented.

We chose the report „Vorbeugung hat Vorrang: Netzwerk gegen Gewalt an Schulen“ of the Ministry of Culture, Youth and Sports of Baden-Württemberg because it not only deals with the topic of violence and schools but also focuses on the question to what extent schools can act against violence and aggression with educational or pedagogic measures. The report clarifies, that school bears great responsibility in this area, but also, that school must be supported in this task by other societal institutions. The report offers a broad overview of the current situation of violence at schools, of causes, past measures as well as activities, actions and programs on a regional and on country level.
