The current leaflet was created as part of the European Program Daphne and it is available in other European languages as well.
The leaflet mentions that in Europe , physical violence in school is stable the last few years, while the “mild” violence (disrespect, verbal harassment) is increased. In general, this mild violence is characterized as lack of discipline, but it is important to highlight that according to a research, this mild violence can be developed in rough violence. The leaflet continues with a reference to the bullying phenomenon and its consequences to children, mostly psychological. It also presents some statistical information from researches that have been conducted in European countries and refer to school bullying. Moreover, it writes about violence between children of the same age, which is different from school bullying and concerns mostly gangs that transfer violence from the streets to the school. It also refers to violence towards teachers, to violence from teachers to students and to violence from third persons. Furthermore, in the European and universal initiatives and bodies chapter it mentions that there isn’t a legal or political frame regarding violence in schools.
The leaflet continues with the experiences from the Daphne program. The projects regarding violence in school, that Daphne program supports from 1997 are separated in four basic categories. A) projects that aim in bullying and violence between children of the same age prevention , b) initiatives that use school fro training regarding violence confrontation, c) projects that are focusing in teachers and educational personnel boost in order to manage children protection and d) studies and tools’ development regarding school violence.

REVIEWER’S COMMENTS ON THE DOCUMENT:

The current leaflet was chosen as it is one of the few leaflets in European level that are relevant to school bullying. It was created in the frame of Daphne program, in which many European countries participated through its various projects. It is one of the few programs that were conducted in European level, aiming at the school bullying investigation and involving at the same time many European countries. It presents some statistical information, as well as the projects that were conducted and their aim. It also highlights that there isn’t a legal or political frame in E.U. regarding school violence.
The Council of Europe has made an attempt to implement a “contract” which will be under negotiations. In 2004 presented a Map of democratic schools without violence. This map was edited from students representatives and became acceptable through electronic voting of students of 82 schools from 19 European countries. The initial aim of this map was to be used as a prototype of negotiations in schools.
Many projects have been conducted in the frame of Daphne program, with many countries participating in them. Greece participated in the project LUCY (2003/166/YC) and in the project for education and sensitization in 2005 (2005-1/040/YC). Moreover, Greece participated in a project, in 2004, coordinator of which were the Mannerheim League (FI), with main objective violence and bullying (2004-1/068/YC) and in project “Fair play in school, fair play in society” (2005-2/072/YC).
