DESCRIPTION OF CONTENTS:

The report, " Cyber-Mobbing. Kennzeichen, Maßnahmen, Empfehlungen." by the author Dr. Vera Haldenwang on behalf of the “Medieninfo Bayern”, displays a compact summary of the key aspects of the phenomenon of cyber-bullying. At first, it is emphasized that bullying is not a new phenomenon but that cyber-bullying – despite of some overlap with the “traditional” bullying - has a completely different quality and dimension due to our digital age. Bullying is not limited to the areas of schools and workplaces anymore; the conflicts are now more and more carried out via new communication technologies such as mobile phones, instant messaging systems or social networks, making it easy to harass students or teachers in public. This report is primarily aimed at teachers and students and provides first of all a definition of the phenomenon of cyber-bullying. Subsequently, figures and facts about cyber-bullying are given and also a list of typical signs of cyber-bullying. Then, the report offers a brief overview of the legal background of cyber-bullying, one gets to know, for example, when the publication of a certain content on the Internet constitutes a crime. After that, the report focuses on prevention and intervention measures; there are first recommendations for principals and teachers on prevention measures (such as the development of a code of conduct) and then on intervention measures (such as informing the parents, making the incident public etc.). Finally, a series of tips and recommendations follow that are specifically directed at children and young people and also references to additional materials concerning the topic “bullying” are given.

REVIEWER’S COMMENTS ON THE DOCUMENT:

We chose the report „Cyber-Mobbing. Kennzeichen, Maßnahmen, Empfehlungen.“ by the author Dr. Vera Haldenwang on behalf of the “Medieninfo Bayern“ because it summarizes the most important facts of the phenomenon of cyber-bullying in a short but concise way. The report is very qualified for getting an overview of the topic. In addition to the presentation of cyber-bullying in general, there are also given figures and facts, typical signs as well as the legal background of cyber-bullying. Above all, the report offers lots of ideas on how to act in case of an incident connected with cyber-bullying and also offers some recommendations especially for teachers on how to prevent incidents and on how to intervene if an incident occurs. Furthermore the report lists some tips and advices for children and adolescents on how to deal with personal data in the Internet.
